a somewhat different way.

As regards No. 2, the writer is attempting to contend that the Ordinance against the Mui Tsai system is avoided by the expedient of adopting children, This point the Governor has dealt with fully in his despatch No. 9 in 92613/32) in reply to which, after opportunity had been taken

Williams to discuss the matter personally with Sir Robert Peel, the Secretary of State decided to leave matters as they are unless abuses are found to

occur.
